2. LIST OF AGENCIES UNDER THE DEPARTMENT
The department of Technology and Science Education by its mandate, is supposed to be the supervisory department of;

The Department is yet to produce any publication due to the fact that the Department has just been re-established of recent.
4.LIST OF THE PROJECT AND INFORMATION
4.1. TECHNICAL & VOCATIONAL EDUCATION BRANCH
Â To reposition TVET institutions in line with global trend, the Department of Technology and Science Education carried out the Needs Assessment of equipment and facilities in the 21 Federal Science and Technical Colleges (FSTCs) as a case study to identify gaps and recommend appropriate intervention in line with the strategic plan of the Ministry for 2012 and beyond.
The 21 FSTCs visited were:

The Assessment was carried out by experts and the results revealed shortfalls in equipment and facilities which will be recommended for attention towards a sustainable repositioning of TVET institutions and effective delivery.
The assessment will be scaled up to include other Technical and Science Colleges in other States of the Federation.
4.2. Each of the 21 FSTCs were given 2 tool boxes for two trades to aid the students in carrying out practical lessons in those trades.
4.3. SCIENCE EDUCATION DIVISION
4.3.0 ADB/SMASE PROJECTS BRANCH
4.3.1The ADB/SMASE Projects Branch is charged with the responsibility of supervision and coordination of the following projects:
i.African Development Bank(ADB) Assisted Skills Training and Vocational Education Project.
ii.Strengthening Mathematics and Science Education Nigeria Project.
4.3.2. African Development Bank (ADB) Assisted Skills Training and Vocational Education Project: The project was initiated to assist the Federal Government of Nigeria to restructure its supply-driven vocational and technical education (VTE) system into a demand-driven system that responds to the countries growing private sector. It was packaged to upgrade 5 Federal Science and Technical Colleges, 2 Teacher Training (Technical) Institutes, 2 nomadic non-formal vocational training centres, and 1 Womens vocational training centre to improve their effectiveness and efficiency. These institutions will serve as demonstration centers to promote nationwide education reforms in the VTE sub-sector. The project comprises four components:
(i) improving access to skills training and vocational education;
(ii) enhancing quality and efficiency of skills training and vocational education;
(iii) strengthening public-private partnership; and
(iv) project management. Each of the components includes several sets of activities.
The scope of the project is limited to the facilities at the federal level. The activities envisaged cover all the six (6) geo-political zones of Nigeria. Of the Federal Science and Technical Colleges in Nigeria, five (5) that benefited from the project activities include: Ikare-Akoko (Ondo State), Lassa (Borno State), Ohanso (Abia State), Orozo (Abuja, FCT), and Uyo (Akwa Ibom State). Â The project also covers 2 teacher- training institutions â€“ Federal College of Education Technical Akoka, Yaba (Lagos State) and Faculty of Education, University of Nigeria, Nsukka Campus (Enugu State), to enhance quality teaching and learning. These institutions were identified by the Federal Ministry of Education based on geopolitical and gender equity concerns.
4.3.3 Strengthening Mathematics and Science Education (SMASE) Nigeria Project: SMASE Nigeria project is an initiative of the Federal Ministry of Education in collaboration with the Japan International Cooperation Agency (JICA) in the area of strengthening mathematics and science at the basic education level through In-Service Education and Training (INSET) provision. SMASE Nigeria is an acronym for Strengthening Mathematics and Science Education in Nigeria. The project was launched in November, 2006 and Niger, Kaduna and Plateau State were selected for the 3-year pilot phase (2006 – 2009). The choice of the three States was based on the fact that JICA already had Classroom construction project with them. Sequel to the successful implementation of the Pilot Phase, the 2nd Phase was packaged to scale-up the project to the remaining thirty-three (33) States and FCT, and to cascade the SMASE INSET at the local level in the 3-pilot States. The 2nd Phase of the Project ended in February, 2014 and proposal has been submitted to the Government of Japan for 3rd Phase which is aimed at building the capacity of lecturers in Colleges of Education. In addition, the Federal Ministry of Education has commenced action to extend the SMASE INSET to teachers in secondary schools.
PROJECT OBJECTIVE: Teaching skills of teachers in mathematics and science are upgraded using the ASEI (Activity, Students, Experiment & Improvisation) principles and PDSI (Plan, Do, See & Improve) approach.
4.3.4. POPULARIZATION OF TECHNOLOGY AND SCIENCE (PTS) BRANCH
The PTS as a Branch has the mandate to organize activities that will promote the teaching/learning of Science, Technology and Mathematics (STM) Education in Nigeria. The Branch also looks for opportunities for Nigerian students at both basic and secondary education levels to participate in other local science fairs and international Olympiads.
iii.FUNCTIONS AND MANDATES OF POPULARISATION OF TECHNOLOGY AND SCIENCE (PTS) BRANCH
Serving as the National Secretariat for the JETS Clubs and coordinating the JETS Clubs activities nationwide;
Organizing the annual competition amongst the various schools JETS Clubs across the 36 States of the Federation and FCT, Abuja
Enlightening the entire citizenry on the importance of STM by transmitting recorded episodes of JETS activities over the National Network programs of NTA/FRCN as well as the State radio and television stations
Cooperation with other Ministries, Departments, Agencies and Research Institutes like FMST, RMRDC, etc. in the area of popularizing Science and Technology amongst the Nigerian Youths
Participating in the annual Science and Technology Week organized by FMST to display JETS winning projects for entrepreneurs and industrialists for patenting and commercialization purposes
Organizing JETS holiday Computer Camps for club members, coordinators and their facilitators at Zonal Levels.
Mission Statement: To promote the production and display of high quality scientific and mathematical projects that proffer solutions to local problems.
Vision: To provide young people with a better foundation in Science, Technology & Mathematics as well as sustain their interest in pursuing STM related courses afterwards.
iv.In order to achieve its mandate effectively, the Branch annually carries out the following activities:
a. Annual National JETS Workshop: The workshop is organized for JETS Facilitators, JETS Coordinators, and Teachers across the country. It is expected that every Private school with functional JETS Clubs will send at least a teacher to the workshop. At this workshop, problems arising from previous years competition are analyzed and solutions proffered. Modalities for conducting the current years competition are also looked into. The theme for the year is also agreed upon. At the end of the five-day workshop, a communique is raised, endorsed by the State JETS Coordinators and same sent down to all the State Commissioners for Education and SUBEB Chairmen.
b. JETS Question Moderation and Selection Panel Meetings: Prior to these meetings, submissions are usually made by item-writers in different subject areas. They are drawn from seasoned classroom teachers, NECO officials and some members of Science Teachers Association of Nigeria (STAN). The Moderation Panel members are also drawn across the different subject areas. The Panel meets for Five days to consider the questions (items) submitted to ensure they meet set standards. After the moderation, the different subject panels which have FME staff as the subject secretaries, along with appointed quiz master, select the questions for the different groups. The Quiz group secretary collates and arranges for the production of the questions in readiness for the competition. The entire process for moderation and selection takes eight days in all.
c. Participation at International Olympiads: The country representatives are drawn from the list of winners for each competition. Cost of participation by FME Officials is borne by the ministry while the State Governments are made to pay for their students and the teachers accompanying the students.
d. JETS Holiday Computer Camp: The aim / objective of this camp is to introduce the young children to the use of ICT in research work in at the club levels. Students and their teachers are camped for ten days where they are introduced to different computer packages as well as career talk in STM related fields. This holiday camp in the past was sponsored by NNPC which has since withdrawn its sponsorship. ETF now TETFund also had sponsored one edition of the camp for both JETS Facilitators and students. For this program to continue either it is captured in the annual budget of the Ministry or sponsors are sought from corporate bodies across the country.
4.3.5 NIGERIA UNESCO PROJECT BRANCH
i. Background Information:
The Nigeria UNESCO Project was initiated by the former President General Olusegun Obasanjo (GCON) in September, 2005.
The Initiative distributed Science and Mathematics Kits, to 10 Primary and 10 Secondary Schools in the 36 States and Federal Capital Territory at the pilot phase (2005 – 2009). The project also built the capacity of teachers in Effective Learning Techniques (ELT) of Science, Technology and Mathematics. The capacity of Inspectors was built using the developed instrument. Capacity of teachers in the effective use of the Science and Mathematics kit was also enhanced.
Project Initiatives and Objectives:
a. Rebuild Science Education in Nigeria by improving the capacity of Primary and Secondary School teachers in teaching and learning of Science, Mathematics and Technology.
b. Revitalization of laboratories which are fully furnished with Science learning equipment.
c. Build a critical mass of Science Educators at Primary and Secondary levels who are able to teach Science in a way that links the subject learned with real life experience.
ii. Project Initiatives:
The pilot phase had closed with the sensitization workshops in all the States of the Federation. Â States are now to scale up the project by ensuring that they make annual budget for equipment and kits procurement from sources within the country for improved Science Education. The Department of Technology and Science Education is to play its oversight function and also engage in monitoring the sustainability of the project in the States.

4.4.0. SCHOOL SCIENCE BRANCH
School Science Branch is mandated to carry out activities that improve pedagogical skills of teachers and promote teaching and learning of STM in schools. SCIENCE TEACHERS ASSOCIATION OF NIGERIA (STAN) CONFERENCE PROJECT AND INFORMATION

The International Science Teachers Association of Nigeria (STAN) Conference holds in August which involves all Science teachers in the world.
1.There are Science subject panels held respectively in each State of the Federation.

i.The state of Laboratories in our colleges are very poor, lack of equipment and materials, poor performance of students in science subjects nationwide in their examinations

iii.There is low morale of students in science subjects in both Secondary and tertiary schools/ institutions.
iv.The schools laboratories are dilapidated.
F. NATIONAL SCIENCE TEACHERS VACATION COURSE (NTVC)

To prepare Science teachers to deliver their subjects effectively including the practical skills in schools nationwide.

4.5.0. VOCATIONAL EDUCATION DIVISION
4.5.1. VOCATIONAL ENTERPRISE INSTITUTIONS (VEIs) BRANCH
Vocational Enterprise Institutions (VEIs) are institutions approved by the Federal Government of Nigeria to provide a veritable alternative route to higher education They are a product of the reform initiatives of the education sector of the country. They are private institutions that offer vocational, technical, technology or professional education and training at post-basic level to equip secondary school leavers and working adults with vocational skills and knowledge to meet the increasing demand for skilled technical manpower by the various sectors of the economy.
The National Board for Technical Education (NBTE) is saddled with the responsibility of developing curricula to provide choice of courses and programmes for them. The Board also organizes, recognition/approval visits to the VEIs for accreditation of their programmes .

The Branch collaborates with the NBTE on inspection visits to the VEIs seeking approval of courses and accreditation.
The Institutions visited in 2013 include:

Hajia Saadatu and Ummul-Khairi Foundation, Kano and
ECWA Information and Computer Science Institute, Jos (Inspected in January, 2014)
In developing the VEIs, the Branch has earmarked a stakeholders meeting, a forum where participants share ideas on how to encourage proprietors to advertise in order to sensitize the entire populace on the benefits of the VEIs in order to improve their patronage.
4.5.2. PRE-VOCATIONAL BRANCH:
A. DEVELOPMENT OF SKILL- BASED TEACHERS MANUAL AND STUDENT TEXT ON NUTRITION EDUCATION AND CHILD SURVIVAL PROJECT.
In 2011, Federal Ministry of Education commenced the development of the JSS component of the text up to critique level. Development of Skill Based Teachers Manual and Student text on Nutrition Education and Child Survival Project call for the finalization, adaptation and printing dissemination of the text.
The initiative taken to achieve the project was organization of critique workshop to finalize, adopt, print and disseminate the text.
At the end of the meeting only JSS one text was developed and adopted as a working tool for teaching and learning of Nutrition Education at JSS one level of Basic Education.
B. MONITOR AND EVALUATE MANAGERS AND IMPLEMENTERS OF SCHOOL FEEDING SERVICES AND FARMS AMD GARDENS AND OTHER NUTRITION ACTIVITIES TO ENSURE COMPLIANCE ON THE USE OF National guideline on school meal planning and implementation and national nutrition policy.
Â The State Managers and Implementers of School Feeding Services at the Basic Education level have been trained on nutrition activities to ensure compliance on the National Guidelines on School Meal Planning and Implementation in line with National Nutrition Policy.The initiative taken to ensure the compliance was visit to the entire geo-political zone using monitoring instrument on school feeding in line with National Guidelines.
At the end of the monitoring it was observed that many schools visited in the state were not observing the Nutrition policy in line with National Guideline.
4.5.3. BASIC ENTREPRENEURSHIP SKILLS TRAINING (BEST) BRANCH:
i. THE NATIONAL STUDENT VOCATIONAL SKILLS COMPETITION
In order to appropriately address the socio-economic challenges currently facing the nation, youths and adults must be equipped with the best and latest skills provided by TVET institutions. This will make youths and adults to be self reliant. Vocational Skills Competition among Technical and Vocational Colleges stimulates innovative and arouse their interest in TVET.
TVET is one major area of focus of the Transformation Agenda of the present Administration to address the challenges of skill development and eradication of poverty in Nigeria.
National Students Vocational Skills Competition is one of the many ways to start with the revamping of TVET.
The first initiative taken was to conduct the competition at the zonal level.
At the end of the zonal competition, a report was published indicating that the under listed schools took 1st and 2nd positions respectively from the six zones and to participate at the grand finale in Abuja.

The grand finale of the competition took place in February 2014 at the National Board for Technical Education (NBTE) Liaison office, Abuja. FSTC Jalingo emerged overall winner, followed by Uyo and Usi Ekiti respectively.
4.6.0. SCIENCE EQUIPMENT CENTRE.
4.6.1. The Centre has carried out the production of science equipment for Laboratory Technicians as part of Instrumentation and fabrication process.
4.6.2 Capacity building on the production, repairs and maintenance of science equipment in 104 FUCs.
4.6.3. Fabrication of science and technical instructional materials for Science and Technical Colleges.
4.6.4. There was on the-spot repairs of broken down science equipment in the FUCs.
5. LIST OF INITIATIVES AND INFORMATION ON THEM
5.1. So far, the moderation and selection of questions needed for the 19th National JETS Competition has been concluded. The JETS of Nigeria was able to send delegates to Bulgaria International Mathematics Competition (30 June 5 July 2013). The delegation was led by the former Deputy Director (Science Education). The JETS Pre-Competition Workshop was held at the NECO State Office Conference Hall, Minna, Niger, from 28th to 31st October, 2013. Letters have been sent out to States to organize their State level Workshop for JETS Teachers and Coordinators at the State level. Accordingly, Cross River State organized her JETS in December, 2013 where the Cross River First Lady was honoured.
5.2. (a) Female (girls) enrolment in science and Technology related courses Â in Tertiary Institutions are globally low
(b)USA, England, Ghana, Uganda, Rwanda etc initiated STM clinic/camp to enhance Girls participation in STM Education.
(c)In Nigeria, a similar programme STM was put in place to take into consideration the Socio- cultural barriers of women to study STM in Secondary Schools level and Tertiary institutions nationwide.
6. VALUABLE CONTENTS/NEWS FOR PUBLIC USE
6.1. The Technology and Science Education Department which was re-established in November 2011, but took off effectively in July 2012, deals with the formulation and monitoring of policies and the teaching and learning of technology and science at all levels viz Basic (Pry 1-6 and JS 1-3), Post Basic (SS1-3) and Tertiary (Colleges of Education, Polytechnics and Universities) education levels.
Our mandate is to provide policy stewardship and essential services for the delivery of quality Technical Vocational Education and Training (TVET) that will equip our citizens with the knowledge, skills and values for the development of the individual and the nation.
TVET is concerned with the acquisition of knowledge, skills and values for national and personal development.
According to UNESCO definition, TVET is a comprehensive term referring to those aspects of the educational process involving, in addition to general education, the study of technologies and related sciences, and the acquisition of practical skills, attitudes, understanding and knowledge relating to occupations in various sectors of economic and social life (UNESCO 2010)

6.2 Production of standardized laboratory visitation guide document and standardized list of science subjects equipment in schools.
6.3. NEWS AND UPCOMING EVENTS: The 2014 National JETS Competition has been tentatively scheduled for October and the approved Theme for the Competition is RECYCLING WASTE TO INCREASE FOOD PRODUCTION AND ENERGY GENERATION FOR SUSTAINABLE ECONOMY It has also been agreed that the PTS Branch will regularly undertake monitoring and evaluation visits to the 36 States and FCT JETS Secretariats for effective
